Digitalization in Cross-border Cooperation:
Challenges and Opportunities of Information Technologies in Law

The digitalization of law represents a modern approach to the application of legal regulations and processes by utilizing information technologies. This approach enables faster access to electronic legal systems and databases, improves transparency, increases efficiency, and accelerates legal actions, including remote judicial and administrative proceedings. In the context of cross-border cooperation, this process allows for the connection of legal institutions across different countries. Examples include electronic commercial and judicial registers, cross-border exchanges of legal and non-legal documents, or electronic proceedings in various areas of law. Digitalization thus enhances both national and cross-border cooperation between states, citizens/residents, and businesses. The key benefits of digitalizing law in a cross-border environment include better access to information, simplification of cross-border legal actions, and significant time and cost savings. However, cross-border digitalization of law also presents challenges, such as the protection of personal data and other legally relevant information, ensuring compatibility between national legal systems, and making electronic platforms accessible to all users, regardless of borders.
